In any race, the driver or operator plays a crucial role in determining the outcome. The same holds for forklift use- the forklift is only as good as the operator running it.
While it may be argued that a forklift tipping over due to a heavy load is because of a lack of lifting capacity, it is the operator's responsibility to ensure that the load does not exceed the weight rating. If the lift is too small for the load, it should not be used in that area of the warehouse.
